Illinois Becomes First State to Enact Landmark Consumer Protection Law for Hearing Care Plans

Illinois has become the first state in the nation to enact legislation specifically strengthening consumer protections and transparency for hearing care plans. Signed by Governor JB Pritzker, Senate Bill 2838 requires clearer written explanations of hearing care benefits, prevents discount programs from being misrepresented as traditional insurance coverage, protects consumers from misleading pricing for noncovered products and services, and establishes consistent transparency standards for hearing care plans operating in Illinois.

The law, which takes effect January 1, 2027, was developed by the Illinois Academy of Audiology in response to concerns about confusing benefit information and unexpected out-of-pocket costs and received bipartisan legislative support, as well as letters of support from the Wisconsin Academy of Audiology and other audiology organizations nationwide.
